Mr. Gates scrupulously identifies his flaws and mistakes: He waited too long, for example, for the MILITARY bureaucracy to FIX critical supply issues like the DRONES needed in IRAQ and took three years to replace a DYSFUNCTIONAL command structure in Afghanistan.
